Full MVNO: own the core, own the customer

Independence from the host operator. A Full MVNO runs its own core network and reuses only the host operator’s radio network. PROTEI delivers that core as one integrated, tested solution, so you control your services, your subscriber data and your roaming.

Deployment models

Two ways to build a Full MVNO. PROTEI supports both core network sharing and multi-operator RAN sharing.

• Core on host RAN: the MVNO runs its own GGSN/PGW, HLR/HSS, IMS and VAS, connected to the host over Gn/Gp and S8, with SIGTRAN and Diameter signaling and optional STP and DRA at the interconnect edge
• MOCN, shared radio only: only the radio is reused; the MVNO also runs its own MME and SGW, so everything above the radio is under its control

The reference architecture covers data (GGSN/PGW with optional DPI), voice (IMS, GMSC and I-SBC), subscriber data (HLR/HSS with AuC), policy and charging (PCRF, Gy/Ro to the OCS, JSON to BSS) and signaling and VAS (STP, DRA, SCP, SMSC and USSDC).

HLR/HSS for MVNOs

A cost-efficient, fully functional subscriber database. PROTEI HLR/HSS brings HLR, HSS and IMS-HSS together on one platform, ideal for MVNOs and mid-sized operators, with 5G NSA support out of the box.

• Up to 10 million subscribers per instance and up to 6,000 TPS per standard server
• Embedded AuC with COMP128 v2/v3, Milenage and TUAK, and secure IMSI-Ki batch download
• JSON provisioning API: subscribers, IMSI and MSISDN changes, ODB, CSI and CAMEL profiles, and reusable templates
• Licensing by subscriber count or by traffic (TPS)

Voice: GMSC, IMS and Wi-Fi Calling

Carrier-class voice for 2G/3G, VoLTE and VoWiFi. PROTEI GMSC is built on a proven Class 4 softswitch with full MAP support and gsmSSF, handling up to 5,000 concurrent calls and 500 calls per second per node, with CAMEL phase 2 and 3 and SIP, SIP-I and SIP-T.

• PROTEI IMS Core with up to 200,000 concurrent sessions per VNFC, licensed per subscriber or per session
• P-CSCF/A-SBC, I/S-CSCF, TAS (IR.92), SCC-AS (IR.64), IP-SM-GW and USSI

Packet core for Full MVNOs

Control plane, user plane, subscriber data and policy from one vendor. PROTEI EPC serves from 50 to 500,000 attached subscribers, with up to 20–40 Gbps on one server and licensing by online subscribers.

• GGSN/PGW with GTP v1 and v2, PCC per 3GPP TS 23.203 and an optional built-in PCEF
• RADIUS authentication, accounting and balancing, Diameter S6b and IP allocation via DHCP or RADIUS
• QoS and QCI support, intra- and inter-RAT handover and offline charging CDRs
